Moonis Elahi Blog News: PPP, PML-N to Get Support of PML-Q in Punjab

ISLAMABAD: The PML-N is feverishly engaged in mustering support of at least 51 per cent MPAs of the PML-Q in the Punjab with the objective of changing their parliamentary leader to avoid the defection clause if the PML-Q members join the Punjab government.

Meanwhile, the PPP is largely banking on Hamid Nasir Chattha to secure votes of whatever number of MPAs, still left with the PML-Q, and may offer the office of the chief minister to him as a last resort to get the Punjab government.

Another major development, according to the source, is that the PML-Q in consultation with the PPP will approach the Lahore High Court (LHC) to stop the PML-Q forward bloc from voting for Chief Minister Shahbaz Sharif after Governor Salmaan Taseer will ask him to seek a fresh vote of confidence after the PPP ministers quit the Punjab cabinet.

For over a decade-and-a-half, Chattha has had excellent relations with Benazir Bhutto and Asif Zardari despite being in the PML-Q. He continues to be in the good books of the PPP, which has increased its interaction with him amid the fast developing situation in the Punjab.

The PML-N got 23 extra votes from the Punjab Assembly in the Sept 6 presidential election, which were of the PML-Q MPAs. But if the claim of a senior PML-N leader, made to this correspondent, is accepted as true, his party bagged a total of 30 PML-Q votes, including all the seven ballots, which were declared invalid.

He said the PML-N in fact needs the backing of less than a dozen PML-Q MPAs to have 51 per cent of the entire provincial parliamentary party with it and to be in a position to change their parliamentary leader in the Punjab Assembly. The PML-Q has a total of 84 MPAs.

Three days ago, 36 PML-Q MPAs attended an Iftar dinner hosted by Chief Minister Shahbaz Sharif. One of them, however, later again slipped to the side of the Chaudhrys of Gujrat.

The PPP secured 16 extra votes, all from the PML-Q, in the presidential election. It has 107 MPAs while it had bagged 123 votes. These 16 MPAs, and the 30 members, who voted for the PML-N, form more than 51 per cent of the PML-Q parliamentary party in the provincial assembly. But they did not make one group for being in different groups, not speaking with one voice.

The source said the PML-Q still has the support of thirty-plus MPAs, who are an equal major attraction for both the PML-N and the PPP. The PPP’s utmost effort is to rope in all these members with Chattha leading them with the promise that he would be made the provincial chief executive.

According to the source, the Chaudhrys may put forward the name of Moonis Elahi (son of Chaudhry Pervez Elahi) as the next chief minister side by side Chattha if the PPP insisted on seeking the PML-Q support in order to oust Chief Minister Shahbaz Sharif.

The PML-N has 178 MPAs while it requires a minimum number of 186 members of the Punjab Assembly to sustain its government. Already, it is in power on the force of the support of the PML-Q defectors.

The governor has repeatedly declared that the moment the PPP ministers leave the provincial cabinet, the Shahbaz Sharif government would be in minority and he would have to ask the chief minister to get a fresh vote of confidence that Shahbaz would not be able to secure for having no majority in the Punjab Assembly.

In his opinion, the PML-Q forward bloc would not be able to openly vote for Shahbaz Sharif because its members would be hit by the floor-crossing law and would thus be liable to disqualification.

A constitutional expert said the situation in the Punjab would become complex and complicated if the high court was involved. There was a secret ballot in the presidential election in which it was difficult to figure out the defectors, but it would be too easy in the election or vote on a trust resolution for or against the chief minister because it would take place through a show of hands.

“I have no doubt that all our turncoats will come back to us running with great speed once they see that it is going to have a dominant say in the post-Shahbaz Sharif scenario,” a top PML-Q leader told The News.

“Neither the PML-N can remain in the government nor can the PPP get power in the Punjab without the PML-Q’s backing,” he said. A PML-Q leader said its MPAs would have to collectively realise their importance under the prevailing situation in the Punjab. He said if they stood together, their party would be able to get the office of the chief minister. And if they did not support either of the two main parties, the provincial assembly would have to be dissolved because none of them would be in a position to form the government.

Every new born child in Punjab is under debt of lakhs of rupees due to faulty policies of N League: Moonis Elahi

Lahore (November 05, 2012) Pakistan Muslim League central leader and MPA Moonis Elahi has said that because of faulty policies N-League every new born child in Punjab is under debt of lakhs of rupees, N-League has destroyed prosperous Punjab, banks and Shahbaz Sharif who has wasted billions of rupees on flop schemes should now be ready to be accountable to the people.

He said this while addressing the Workers Convention in Shakkargarh district Narowal today. The Convention was also addressed by Peoples Party MNA Tariq Anees, PML MPA Col (Retd) Muhammad Abbas, former MPAs Ch Karamat Ali and Ch Yaqoob and former Nazim Abid Dhillon.

Moonis Elahi said that in 2002, in view of importance of Narowal, we had completed development works worth five billion rupees during our five years period whereas Sharif Brothers have spent less than one billion of rupees during their previous and present era together for the development of this district. He said we had constructed 70 kilometers long pukka water courses in Narowal, improved irrigation system, checked water theft, provided lazer land levelers at the Union Councils levels and on top of everything else, remitted Abiana of the small farmers. He said that we had got loans for the farmers of Punjab from banks on easy terms only at 5 per cent markup and had exempted the cultivators of twelve and half acres of land from Agriculture Tax

Continuing Moonis Elahi said that during our tenure we had achieved very clear success in every field including education, health, agriculture, roads, industry, law and order in order to turn Punjab into a real welfare province. He said in order to turned Punjab into a bankrupt province has started flop schemes like Sasti Roti Scheme, Langar Scheme, Food Stamp Scheme, Yellow Cab Scheme, Ashiana Housing Scheme, Daanish Schools, Lap Tops, Green Tractors Scheme and now have started Metro Bus in Lahore also thus snatching every loaf of bread from the mouths of the people of Punjab. He said because of this, even the State Bank of Pakistan has been forced to say that because of faulty policies of N-League every new child in Punjab is under debt of lakhs of rupees.

Moonis Elahi said further that we had provided jobs to lakhs of people in the province during our tenure whereas during the rule of N-League as many as 1.5 crore people have been rendered unemployed, during our tenure 90 lakh people crossed the poverty line and moved up and in N-League period 2. 5 crore people have gone below the poverty line, nobody's honour is safe today, crime rate is increasing rapidly, innocent people are being implicated in false cases and made victims of fake encounters, Pakistan Muslim League leaders and workers are also being harassed and false cases being registered against them whereas on the other hand the real culprits are roaming free and flying in helicopters

Moonis Elahi asked the gathering whether today's Punjab is better or of the tenure of Ch Parvez Elahi was better. He said that we had taken steps to eliminate poverty whereas N-League is busy in eliminating the poor instead of poverty. He said Insha-Allah on coming power we would take steps for ensuring marked improvement not only in Narowal but also in every constituency of the Punjab.

Peoples Party MNA Tariq Anees welcomed Moonis Elahi on visiting Shakkargarh and said that after winning the bye-elections we would present MPA's seat as a gift to Moonis Elahi. He said that alliance between the Peoples Party Pakistan Muslim League have made the opponents sleepless.

PML MPA Col (R) Muhammad Abbas welcomed Chief Minister of 2013 Moonis Elahi to the Workers Convention and said that we would move step in step with Moonis Elahi who is carrying forward manifesto of Ch Parvez Elahi. He said Ch Parvez Elahi during his tenure as the Chief Minister had provided funds of billions of rupees and this is the reason that Pakistan Muslim League is popular in the Punjab even today like in the past. Lahore: 31-10-2012: Punjab Governor Sardar Latif Khan Khosa called on Pakistan Muslim League President Senator Ch Shujat Hussain and senior central leader and Deputy Prime Minister Ch Parvez Elahi at their residence here today.

During the meeting, in which Moonis Elahi was also present, views were exchanged at some length regarding overall Punjab situation and other important matters. They also discussed the forthcoming bye-elections being held to fill the vacant seats of the National and Provincial Assemblies.

Moonis Elahi returns, vows to respond to accusers

KARACHI: Moonis Elahi Wednesday said he has no connection with the National Insurance Corporation Limited (NICL) scam case. “I am being dragged into this case,” he said while talking to media persons at the Karachi airport.

These accusations were a way to dishonour him, his family and his political party, and he came back to answer his accusers, said Moonis, who arrived in Karachi to face corruption allegations in NICL scam case. Moonis Elahi, son of former chief minister Punjab, Chaudhry Pervaiz Elahi, was an accused in the NICL scandal case and had been granted protective bail by the Sindh High Court.

About Zafar Qureshi, the chief investigation officer of NICL case, Moonis alleged that one of his (Qureshi) brothers wanted to become the Chief Secretary of Punjab during Pervaiz Elahi’s term as Chief Minister and another brother wanted to get a PML-Q ticket.

The barbaric torture of students and Pakistan Railways workers in Lahore on Tuesday is a tragic reminder of the brutal and cruel martial law regimes of the past and this has spread a wave of further panic and unrest in the already harassed public.

This was stated by Moonis Elahi, senior leader of Pakistan Muslim League while talking on phone from London with office bearers of Pakistan Muslim League Education Wing who apprised him of the details of Punjab Police brutalities perpetrated on students, teachers and Pakistan Railways contract employees in two separate incidents on Tuesday in Lahore.

Moonis Elahi said the way in which Punjab Police used kicks, fists, batons and tear gas against students, teachers and railways workers in Lahore proved that Shahbaz government had virtually turned the province into a Police State.

He said that the Punjab policemen who were otherwise being discouraged from apprehending criminals and felons because many of them belonged to the ruling elite had been shockingly given a free hand by the present rulers of Punjab to violently chase innocent students and workers and brutally thrash them.

Moonis Elahi said that the whole world witnessed the inhuman and beastly treatment of Punjab Police inflicted on Pakistani students, academicians and workers in the media and it made an extremely negative impression of the country with the outside world.

Moonis Elahi said that the fact that no government high up even uttered a word in sympathy of the injured and against the police high handedness proved beyond doubt that these actions were taken at the behest of the Punjab government.

Moonis Elahi claimed that during Ch. Pervaiz Elahi’s 5 year government in the province there was not a single such gory incident on record and Pakistan Muslim League government from 2002 to 2007 gave the youth and the workers of the Punjab maximum honor and respect.

He strongly condemned the use of state machinery by Shahbaz government against the deprived and oppressed sections of the society and said that the brutal police action clearly reflected the true mentality of the present Punjab rulers.

A full house raised their hands to re-elect Ch Pervaiz Elahi as the President of Pakistan Muslim League, Punjab yesterday in Lahore. This was the third election of Pakistan Muslim League under the Chaudhrys. The election venue was the historic Pakistan Muslim League House, Lahore - a building which has witnessed all epoch making political movements in the nation’s history taking shape under its roof. The air conditioned marquee was jam-packed with the party’s Punjab General Council members who had come from all parts of the province. The party leaders, MPAs and senior politicians including former President of Pakistan Farooq Leghari and former federal minister Sardar Sher Afghan were also present.

The mood of the election proceedings was buoyant and spirited. It was a time of re election and re union. There were many PML colleagues who were meeting after Feb, 08 elections. With sweltering heat outside along with refreshments the participants were also treated to a medley of patriotic party videos being projected on a giant TV screen inside the covered venue. The sweet mix of Seraiki and Punjabi languages in the air was a clear proof of the kind of support the Chaudhrys enjoyed on ground which was evident from the gathering that included a large number of political workers and party supporters who had come from rural and semi urban areas of the province.

Moonis Elahi, was warmly welcoming the participants inside the covered area. In the last few years his role in party politics has also become very important and the way people were gathered around him was evident of the fact. By eleven o clock the venue was full and there were still people pouring in. Another distinct feature of this gathering was the participants’ uncensored and seemingly straight from the heart comments about Humayun Akhtar, Hamid Nasir Chattha and other members of the dissident group. The beauty of a political party is its workers and there were many young and old League workers present in the gathering which was surely a healthy sign.

Pakistan Muslim League’s women MPAs have now become a very active and vocal political group and their impressive presence at the session was a sign of their loyalty to the leadership. The formal meeting of the Punjab Council began with recitation from the Holy Quran by former provincial minister from South Punjab Iqbal Khan Khakwani. The party provincial election commissioner, Jehangir Jhoja then came to the dais and announced the election results. Amid roaring applause, Ch Pervaiz Elahi and Ch Zaheer ud din were declared as unopposed winners for the positions of provincial party president and general secretary respectively. The conduct of the whole meeting smacked of a political culture characteristic of a mature political organization. After the results announcement the general consent of the council members was sought and the members unanimously endorsed the decision. Following this endorsement, key party members were individually invited to read out resolutions pertaining to rising prices, deteriorating economy, drone attacks, building of new dams including Kalabagh dam, water shortage for agriculture, early return of IDPs and load shedding. All resolutions were unanimously adopted by the gathering.

It seemed quite evident from the gathering and their mood and tone that the Chaudhrys have decided to take on the dissidents and they want to prove that unlike the earlier government sponsored leagues this one has its roots in the masses. Though Chaudhrys are known for their humility but this time round one of their obvious motives seemed to send an all out signal to different players of Pakistani politics that the Chaudhrys are a political force to reckon with.

He claimed that while his government had built 7 underpasses alone the present Punjab government could not even complete one bridge at Thokar Niaz Beg, Lahore. He said that the N League government also tried to do away with the 1122 emergency service as well as the traffic wardens system but failed because of the public approval of these initiatives. Commenting on the grave law and order situation in the province he expressed his serious concern over the 30% rise in crime rate as compared to his government’s highly low rate of crimes. He also criticized the anti farmer policies and decisions of the present Punjab government. Commenting on the issue of power generation Ch. Pervaiz Elahi reaffirmed his party’s unflinching support to the construction of all water dam projects approved between 2002 and 2007 including Kalabagh dam.

Rescue 1122 being made controversial: Moonis Elahi

LAHORE – PML-Q leader Moonis Elahi has said that at the heart of the clash between doctors and workers of Rescue 1122 lie a sick mindset of the Punjab government which wants to minimize the role of the rescue service being the brainchild of former chief minister Ch. Pervaiz Elahi.

In a statement issued here on Tuesday, Moonis Elahi alleged that the clash between two services reflected the failure of Punjab government.

He was of the view that both the aggrieved parties were serving a noble cause and government could play its role to diffuse the tension rather than adding fuel to fire.
He claimed that Rescue 1122 workers and doctors were playing their role to save human lives very efficiently but government was not ready to even tolerate this project initiated by the former government.

He was of the view that the Punjab government’s behavior towards Rescue 1122 service had been discriminatory and Punjab government after making number of failed attempts to abolish this service had now started to make it a controversial. He claimed that had the Punjab government been fair and just then confrontation between the two services would not have taken place.
