Rulers are breathing their last, says Pervaiz Elahi



Pakistan Muslim League (PML) Senior leader and former Chief Minister of Punjab Chaudhry Pervaiz Elahi has said that whatever the verdict of the Panama case, the current federal government is breathing its last and those in power were alive only in government advertisements.

“The leaders of the N league have made lives of the people miserable and they have been thrown out of the public’s hearts. They copied our Rescue 1122 service and other welfare projects, staging flop dramas of motorcycle ambulances and mobile hospitals.
During their tenure there is no education in schools, no medicine in hospitals and, no law or order anywhere,” he said, addressing a grand workers convention at Abbaspur in Multan on Sunday.

The convention was attended by farmers, workers, lawyers, and people from all spheres of life in large numbers who kept raising enthusiastic slogans throughout the proceedings.

Ch. Parvez Elahi said that the people of Multan had won his heart.

“There is no governance visible anywhere, and the two Sharif brothers are merely are earning commissions. They are not concerned about grievances and problems of the people; they are only staging dramas of sympathy. 

One brother giving away hospitals on contract and the other brother is doing a health-card drama. Where can a poor man go with his health card?” Elahi wondered out loud.

He said that Shehbaz Sharif had closed down 10,000 schools and another 10,000 were being leased out to NGOs on contract.

He said that the PML Government had established patrol posts for reducing crime but the project was later scraped by the PML-N . The army is called even for holding a cricket match, Elahi remarked.

“If the army is going to do everything, then what is the government for?” he asked.

“During our tenure, water was ensured till the tail, 40 small dams were constructed, thousands of acres of land were provided with water, and we established institutions for beggars, deaf, and dumb children. Our Government worked for the betterment of the common and poor peoples . We will come to power once again and render even better services than before,” the party leader said.

A very warm and enthusiastic welcome was accorded to Ch Parvez Elahi and flower petals were showered on him. Slogans in support of Ch Shujat Hussain, Ch Parvez Elahi, and Ch. Moonis Elahi were continuously raised, including the slogan of ‘janoobi Punjab ka wahid sahara Parvez Elahi hamara’.

Addressing the convention, PML Central Secretary General Tariq Bashir Cheema said that Ch Parvez Elahi had worked for the removal of deprivation of backward areas and was the first to announce making South Punjab a separate province.

Basharat Raja said that the provision of education and health facilities was the responsibility of the government and should have been prioritized ahead of the metro bus.

The convention was also addressed by Malik Mureed Abbas Bappi and Sardar Arif Gurmani. MPA Dr Muhammad Afzal, Malik Jamshed Bappi, Ch Ehsan, Ch Tariq Gujjar, Qazi Ehsanul Haq, Makhdoom Babar, Rana Ashraf, Ch Mohammad Altaf, Amir Saeed Raan, Azhar Khan, Shamim Akhtar, Yasmin Khakwani, Rehana Kausar, Sajida Parveen and other PML leaders were also present on the occasion.

Census begins in 63 districts today




ISLAMABAD: Pakistan’s largest-ever population census will kick off on Wednesday (today) in 63 districts of the country after a delay of 19 years.

“All arrangements have been put in place for the first phase of the census. The field staff has received the required material,” Chief Statistician Asif Bajwa told Dawn.

He said as many as 118,000 enumerators from different departments, including the Pakistan Bureau of Statistics (PBS), had been provided training. Moreover, 175,000 army personnel have also been deployed in the districts.

The army personnel, he said, would be involved in enumeration as well as providing security to the surveyors.

The first phase of the exercise will end on April 15. The second phase will commence on April 25 and end on May 25. In the second phase, 87 districts will be covered. Census reports will be completed in two months.

The chief statistician said no change had been made in the original plan.

Asked about reservations expressed by some political parties over the conduct of the census, the chief statistician said he couldn’t stop anyone from issuing statements. “We will follow the agreed scheme,” he said.

The major concern raised over the conduct of the census is from three provinces — Sindh, Balochistan and Khyber Pakhtunkhwa — and related to internal migration. A similar concern has been voiced by temporarily displaced tribal people. It is not clear whether the internally displaced persons will be counted in their native areas or where they are living at present.

The Balochistan National Party-Mengal and the Muttahida Qaumi Movement-Pakistan have filed petitions in the superior courts regarding their concerns on the census.

The National Database and Registration Authority (Nadra) has blocked 350,000 computerised national identity cards (CNICs) ahead of the first phase of the census.

Mr Bajwa claimed that most of the blocked CNICs belonged to Afghan nationals. However, he added, the census would cover all people living in the country irrespective of their ethnicity or nationality. Foreign nationals would also be registered.

However, in the census reports only those Afghans will be counted who have valid Pakistani CNICs and the rest will be left out. The PBS will use Nadra database to check fake CNICs.

On internal migration, he said people who had migrated from one province to another and stayed there for more than six months would be counted as part of the population of the host province.

Meanwhile in a response to a letter of Chief Minister Sindh Murad Ali Shah, Finance Minister Ishaq Dar has sought to allay the concerns of the province.

In a statement issued on Tuesday, Mr Dar said army personnel would work with civil enumerators to ensure a transparent and smooth census.

Coordination and vigilance committees had been set up at the census district level to monitor the process and ensure accuracy of data collection, he said, adding that a transparent census was a national effort which could only be successful with the cooperation and support of all concerned.

However, the minister said, public access to data at the census district level was not possible as the census data would not be processed at the district level. “Also the law prohibits sharing of data before it is anonymised.”

Referring to the chief minister’s proposal for the setting up of complaint redressal system, he said an elaborate complaint redressal system had been put in place. Control rooms have been established at federal, provincial, divisional, administration district and census district level to cater to the issues of non/over/under enumeration during the census operation.

On the proposal of doing away with the condition of CNIC for the census, Mr Dar clarified that CNIC was not mandatory. Only CNIC of the head of the family or any responsible person is required to ensure authenticity of data.

If a family member does not have a CNIC, they can provide other forms of identification to prove their identity. In the extreme case of no member of a family having a CNIC, the family would still be enumerated, he added.

To further strengthen the transparency of the process, Mr Dar proposed the setting up of a committee of technical experts, nominated by the provincial governments, to monitor the data processing at PBS headquarters and ensure that all parameters of the data processing were being uniformly applied across the country.

The first census in the country was conducted in 1951, the second in 1961, the third in 1972, instead of 1971 due to political turmoil, and the fourth in 1981. The fifth census, which was due in 1991, was conducted in March 1998 with the help of the army.

The census is considered to be one of the basic elements for judicious distribution of resources, calculating representation in parliament, electoral processes, tax collection, tackling civic issues, including growing urbanisation, and evaluation of resources for infrastructure development.

Under the constitution, the government is bound to conduct census every 10 years.

Lahore : Resolution presented by the Pakistan Muslim League (PML) in the Punjab Assembly for taking immediate action against those insulting the sacred personalities has been adopted.

This resolution was moved on the direction of party leaders Ch.Shujaat Hussain, Ch. Parvez Elahi and Ch.Moonis Elahi by PML Members Sardar Vickas Hassan Mokal, Aamir Sultan Cheema, Dr Muhammad Afzal and Khadeeja Umar Farooqui.

Afterwards talking to the media outside the Assembly Chambers along with other mover members, Sardar Vickas Hassan Mokal said that those committing blasphemy of the Holy Prophet (Sal’lahu Alehy Wa Alehi Wassalam) and sacred personalities have no place in Pakistan, they must be taken to task.

They said that we are ready to sacrifice everything for the Holy Prophet (Sal’lahu Alehy Wa Alehi Wassalam) and sacred personalities and the resolution presented by our party in the Senate against the blasphemers has already been passed.

It has been demanded in the resolution that all accounts runners on social media and websites and their facilitators be taken to task at the earliest, as Muslims blasphemy of the Holy Prophet (Sal’lahu Alehy Wa Alehi Wassalam) is not acceptable to us at all, Punjab Government should again demand of Federal Government that all objectionable pages on social media, facebook and tweeter accounts be blocked forthwith and this should also be seen from sources these are being hosted and their facilitators should also be nabbed.

Expressing hearty gratitude to the opposition and other Assembly for supporting the resolution they said that the Federal Government should take strictest measures in this regard at the earliest.

Pakistan Army inducts Low to Medium Altitude Air Defence System (LOMADS) LY 80 in its Air Defence System. General Qamar Javed Bajwa, Chief of Army Staff (COAS), was the chief guest at the Induction Ceremony, held at Army Auditorium. 

LY-80 is a Chinese mobile Air Defence system, capable of tracking and destroying variety of aerial targets at longer ranges flying at low and medium altitude. COAS said that LY-80 LOMADS increases our response capability to current and emerging air defence threats.

Earlier, on arrival, COAS was received by Lieutenant General Muhammad Zahid Latif Mirza, Commander Army Air Defence Command.

Lahore: On the directives of Pakistan Muslim League (PML) President and former Prime Minister Ch Shujaat Hussain, Senior central leader & former Deputy Prime Minister Ch Parvez Elahi and Ch. Moonis Elahi, PML MPA's have presented a resolution in the Punjab Assembly against profane material on social media about the Holy Prophet (SAW), sacred personalities and signs of Islam.

The resolution has been presented by Sardar Vickas Hassan Mokal, Aamir Sultan Cheema and Khadeeja Umar. The resolution says that those who insulting Islam and sacred personalities want outbreak of riots in the country, the government should take immediate action against these evil doers and make public their names and they should be made symbol of ‘ibrat’.

It has been stated in the resolution that Pakistan is the only country in the world which has been established on the basis of La Illaha Illillah Mohammad Rasool Allah, Constitution and law of Pakistan takes responsibility to protect all Messengers of Almighty Allah particularly last of prophet hood holy Prophet Muhammad (Sal’lahu Alehy Wa Alehi Wassalam), all Sahaba (companions of the Holy Prophet), Ahle Bait, all sacred personalities (Radi Allahu Anhum) and Signs of Islam.

It has been further said in the resolution section 295-C of Pakistan Penal Code (PPC) has been inducted for protection of these sacred personalities and teachings of Islam whereas in the recent days some unwise in flagrant violation of this law are resorting to insulting teachings of Islam in general and the Holy Prophet (SAW), Sahaba Karam and Ahle Bait in particular for spreading their evil designs and by attacking faith of the Muslim Ummah are trying their utmost to fan new riots in Pakistan.

ISLAMABAD: Top military commanders have said that ‘hostile agencies’ are trying to undo Pakistan’s gains in security and development, especially the China-Pakistan Economic Corridor. However, they pledged to defeat such designs through a ‘whole of the nation approach’.

“The forum reiterated the resolve of the Pakistan Army to play its due role towards defence and security of the motherland. Sacrifices made by resilient people of Pakistan and its brave security forces shall not go waste, Insha’Allah,” the military’s media wing said after a corps commanders’ conference held at the GHQ on Thursday.
The huddle came hours after Pakistan and India established a hotline contact through the directors general of military operations (DGMOs).

ISPR’s Director General Maj Gen Asif Ghafoor said Pakistan’s DGMO strongly rejected Indian concerns over the movement of terrorists along the Line of Control (LoC). “The Indian army [has been] asked to look inward and share evidence,” he said in a post on microblogging site Twitter.

The corps commanders also said that it was for the government to revive military courts which had ceased to function in January after completing their two-year tenure.



“The forum expressed its confidence in the performance of the military courts. However, the decision for reinstatement of the military courts rests with the government,” the ISPR said quoting the top commanders.

The conference, presided over by army chief General Qamar Javed Bajwa, took place in the backdrop of the parliamentary parties’ meeting on the revival of the military courts that had been established in the wake of the Dec 2014 terrorist attack on a military-run school in Peshawar for the speedy trial of hardcore terrorists.

These courts had been set up as a part of the National Action Plan (NAP) against terrorism. Except for the main opposition group, the PPP, all major parties have agreed to re-establish them for another two years.

The ISPR statement came hours after the PPP denied a government claim that an agreement had been reached on the revival of the military courts for two years.

According to the military’s media wing, the corps commanders discussed progress on the NAP and said that ‘through Operation Raddul Fasaad (RuF)’ implementation of NAP needed to be speeded up jointly by respective stakeholders for durable peace and stability.

Operation Raddul Fasaad – launched last month after a string of terror attacks — was discussed in detail. “The RuF is a comprehensive across-the-board operation against terrorists and terrorism and not against any particular race, sect or group,” General Qamar was quoted as saying.

The commanders also acknowledged participation and support by Pakistan Air Force and Pakistan Navy in the ongoing operations.

They also reviewed the geo-strategic and security environment with special focus on internal security, Pak-Afghan border situation, as well as Indian ceasefire violations along the LoC and the Working Boundary.

The army chief also apprised the participants of his recent visits to the United Arab Emirates and Qatar, which, he said, remained successful in making positive progress.

The commanders hailed performance of the security forces – including police, intelligence agencies and other law enforcement agencies – for effective response to recent terrorist incidents and security arrangements for the Pakistan Super League (PSL) final that was held in Lahore last week.

Gen Qamar also informed the participants about discussion held during the last security conference with government authorities. These discussions included topics like phased fencing of the Pak-Afghan border, repatriation of Afghan refugees, judicial, police, madrassa and educational institutions’ reforms and restarting execution of convicts awarded the death penalty by the military courts.

The military commanders also discussed the ‘Dawn leaks’ issue. However, the ISPR would not provide further insight into the discussions at the GHQ. The meeting also reviewed the Pakistan Army’s support in conducting sixth Housing and Population Census 2017.

They said the army shall undertake the task of a population count as a national service.

LAHORE: Leader of the Pakistan Muslim League Chaudhry Moonis Elahi has said that the only way to achieve prosperity and national progress lies in the early construction of the Kalabagh dam, India is hatching conspiracies against the Kalabagh dam and constructing ‘unjustified dams’ on Pakistan’s rivers.


Moonis Elahi said unemployment and uncertainty are plaguing young Pakistanis while youth-friendly policies were pushed forward during his party’s tenure. 

Moonis Elahi added that 40 million acre feet of water was flowing into the sea while Pakistan can produce 50,000 megawatt electricity, priced at Rs2.5 per unit only. He said such use of resources could potentially save US$10 billion annually.



With reference to the PML-N, Moonis Elahi said that distributing laptops and loans to the youth on interest did not provide relief – the real relief lay in the provision of cheap electricity.

Ch. Moonis Elahi invited the people of Sindh, Khyber-Pakhtunkhwa and Balochistan to discuss the issue of the Kalabagh dam in order to resolve any uncertainties.

Qatar’s Prime Minister Sheikh Abdullah bin Nasser bin Khalifa Al Thani during a meeting with Pakistan’s Army Chief Qamar Javed Bajwa expressed his desire to learn from Pakistan Army's experience in security domain and also sought assistance during forthcoming Football World Cup including provision of manpower.

Qatar will host the mega football event in 2022 and is laying out almost $500 million every week on major infrastructure projects in readiness for the global event.

Commander Qatar Emiri Land Forces Major General Muhammed Ali Ghanim Al Ghanim and Commander Qatar Emiri Guard Major General Hazza Bin Khalil Al Shahwani were also present during the meeting.

Qatar’s prime minister lauded Pakistan Army's contributions towards regional peace and said that people of Qatar greatly value people of Pakistan and trusts their time-tested commitment for working in Qatar.

Qatar’s PM also acknowledged Pakistan's contributions towards development and growth of Qatar. The prime minister also shared his desire to move forward with Pakistan on multiple fronts including cyber security, defence production and ease of travel. The COAS thanked the prime minister for his expression and assured him all possible cooperation in the desired fields.

The COAS, who is on an official visit to Qatar, also held meeting with Major General Muhammed Ali Ghanim Al Ghanim, Commander Qatar Emiri Land Forces. The Qatari General appreciated Pakistan Army's professionalism and performance in ongoing fight against terrorism and showed interest for joint training and field exercises between the two countries.

Bajwa thanked the General and assuring him to work for undertaking training cooperation. The COAS visited the Qatar Emiri Guard Headquarters and met Major General Hazza Bin Khalid Al Shahwani. The COAS also visited Ahmed Bin Mohamed Military College where Pakistani tri-services contingent of 166 members is imparting training.

LAHORE: A four-party alliance led by the Pakistan Muslim League (Quid-e-Azam) has proposed at least two-years extension to military courts in its nine-point recommendations.

The PML’s proposal came a day after the PPPP gave its conditional consent to one-year extension to the military courts.

Matching with the PPPP’s nine suggestions, the Pakistan Awami Tehreek (PAT), Sunni Ittehad Council (SIC) and Majlis Wahdatul Musalmeen (MWM) led by PML proposed that military courts should be given an extension for two years and a parliamentary committee be constituted to monitor the cases sent to these courts.

The alliance gave nine-point recommendations after the meeting attended by PML leaders Chaudhry Shujaat Husain and Chaudhry Pervaiz Elahi, PAT’s Khurram Nawaz Gandapur, Sahibzada Hamid Raza of SIC and Nasir Sherazi of MWM at the Chaudhry’s residence here on Tuesday.

The alliance has also proposed that the Model Town tragedy in which 14 PAT workers were killed in June 2014 should also be listed among major terrorism incidents such as blast at Sehwan Sharif, Quetta High Court attack, Gulshan Iqbal Park Lahore suicide bombing, etc and these cases should be tried in the military courts.

PAT had nominated Prime Minister Nawaz Sharif, Punjab Chief Minister Shahbaz Sharif and some federal and provincial ministers in the FIR of Model town killings.

“We are positive that one day justice will be done in the Model Town case. Like other terrorism incidents, the Model Town episode was also an act of terror and we strongly demand that this case should also be tried by a military court,” PML's Senator Kamil Ali Agha.

Agha told Dawn after the meeting.

Mr Agha said the alliance had proposed at least two-year extension to military courts so that during the period judicial reforms could be introduced enabling the traditional courts to deal with such cases. That would eliminate the need for military courts once for all, he added.

He said the PML would present its recommendations to other parties as well to evolve consensus before tabling these in the parliament.

The PPP had proposed one-year extension to military courts that should be presided over by sessions judges along with military officials. “We think our nine points are more relevant than the PPP’s as these address the real issues of the criminal justice system,” Senator Agha said.

The alliance has also proposed that terrorism should be defined, explained and debated in the parliament, no political party or worker be victimised and political workers’ freedom of expression and media’s independence should not be affected under the proposed amendments.

It also suggested that public protest against price hike, governance, load shedding, law and order, unemployment and extra-democratic steps of the government, besides difference of political opinion and protest against local administration, should not be considered anti-state acts or terrorism.

The alliance also proposed that all stages -- from verdicts of the military courts to decision on the appeals -- should be completed in the shortest possible period.

Chaudhry Shujaat was critical of those making extension to military courts an issue. “We will not allow any attempt to make it (military court extension) an issue,” he said, adding military courts were needed because to convict culprits under ordinary laws was not possible and there had been examples of amending such laws in many countries, including US.

The PML-N government had established military courts for terrorists’ trials for two years in Jan 2015, in the aftermath of the Army Public School carnage in Peshawar.

German bank questions claim of power sector turnaround


ISLAMABAD: A German state-owned development bank has questioned the power ministry’s claim of tur­ning around the power sector through efficient generation and effective control, terming it “politically influenced”.

In a policy paper released here, the KFW acknowledged that Pakistan’s power generation had improved in recent years, but asserted that it came from three new power plants initiated before the current government came to power in 2013.

Conversely, the bank said, three major public sector power plants — Muzaffargarh, Jamshoro and Guddu — cumulatively underperformed over the past three years and produced fewer electricity units last year, compared with 2010 and 2013.

The bank said the power ministry’s recent announcement that “with a 25 per cent increase in power generation since 2013, we have touched 16 billion units annual generation in 2016, thanks to efficient fuel consumption regime and effective controls” had attracted its (KFW’s) attention.

KFW terms ministry’s announcement ‘politically influenced’

The KFW said it had special interest in promoting system efficiency and, therefore, decided to analyse such high efficiency gains in a short period based on all figures taken from Power System Statistics 2015-16, 41st Edition Planning Power of NTDC — a subordinate company of the power ministry.

The German bank said that “achieving generation efficiency as high as 25pc is applauding indeed” as the public sector generation increased by 3,243GWh (gigawatt hours) to 16,103GWh in 2016, compared to 12,860GWh in 2013. But the question is: “Was this growth entirely due to efficient fuel consumption regime?”

The KFW said the number of government-owned thermal power stations was 10 in 2013. In 2014, three new units were added to the thermal power station (TPS) Guddu, and TPS Nandipur came on line. This addition does not qualify as efficient fuel consumption regime. “In 2013 and 2016, all these stations have been burning natural gas as a primary fuel,” the bank said.

In contrast, it added, a significant declining trend was seen in the amount of power generated by these three big plants since 2010.

All these stations have been rehabilitated under a USAID programme in recent years and yet produced significantly fewer units in 2016 than in 2010.

The research paper said the TPS Guddu (1,655MW — Pakistan’s largest thermal power station) had been generating fewer units since 2010 or even in 2012. In fact, it generated even fewer units in 2016 than in 2015. “This station simply cannot be presented as an icon of performance,” it said, adding that the TPS Guddu produced more than 7,000GWh in 2010, which declined to 5,000GWh in 2013. It produced about 3,500GWh in 2016.

On the other hand, the TPS Muzaffargarh (1,350MW) could generate over 5,000GWh in 2014, but fell off the bar in 2015 only to surface a little above the bar again in 2016. Still its generation remains far below the benchmark year of 2010.

According to the German bank, the TPS Jamshoro (850MW) showed a bit of success in 2014, a dip below that line in 2015, and struggling again to reach up to a 4,000GWh mark. The plant had shown an increase of only 675GWh (rather than 3,243GWh) since 2013, which could possibly be attributed to “efficient fuel consumption regime and effective controls”, it said.

These numbers put “a question mark on the ministry’s claim that after years of mismanagement and losses by the government-owned thermal power generation companies, we have now entered an era of performance and delivery”.

The KFW said the increase in generation came from two additions to the system, generating 1,246GWh, as well as another 1,322GWh from the Nandipur power station.

“Construction of all these units began before 2013. They became operational recently and hence the performance of these new plants cannot be taken as an example of efficient fuel consumption regime and effective controls,” the KFW asserted.

It said that such an announcement by “a technical ministry may be politically influenced”, but this should not undermine the importance of introducing better overall management in Gencos (generation companies) for optimising the much-needed efficiency. “After their useful life, these fossil-fuel-burning plants need to be retired in favour of more efficient, preferably renewable energy plants,” the KFW study concluded.

KARACHI: Pakistan needs massive investment in energy infrastructure as the country endures one of the region’s highest numbers of power outages, causing heavy losses to industry, said the Asian Development Bank (ADB) .      
The ADB, in a report, said Pakistan faces 31 power outages in a typical month – a little better as compared to 51 in Nepal and 65 in Bangladesh
“On average, firms in developing Asia experienced slightly more power outages than those in other developing countries,” the Manila -based lender said in the report, ‘Meeting Asia’s Infrastructure Needs’. “While actions have been undertaken by some countries, (yet) considerable investment will be needed in the short to medium terms to make the power sector greener through reducing emissions and switching to renewable energy.” 
The Bank said developing Asia, consisting of 45 developing member countries, will need to invest $26 trillion over the 15-year from 2016 to 2030, or $1.7 trillion a year on transport, power, telecommunications and water supply and sanitation. 
It said Pakistan had one of the region’s lowest electricity generation capacities per capita over the past one decade. Contrary to an average 7.4 percent growth rate in Asia, the country’s power production remained flat between 2000 and 2012. 
“Developing Asia’s electricity generation capacity per capita, a key indicator to measure the power infrastructure of an economy, grew at a rapid average of 7.4 percent annually between 2000 and 2012; yet it remained slightly below the average for other developing economies and substantially below the OECD (the Organisation for Economic Co-operation and Development) average,” it added.  A report’s graph showed that Pakistan’s electricity generation capacity and its annual growth stayed at below zero percent similar to Afghanistan during the period between 2000 and 2012.
When it comes to water supply infrastructure, only 0.4 percent of the country’s population in rural areas has an access to piped water, while villages have also poor sanitation facilities.  The ADB acknowledged that the country considerably invested in sanitation facilities and observed a substantial growth in the coverage.
“However, the region as a whole (52 percent) still lags far behind the OECD level (96 percent),” it said. “Among those with large rural populations, India, Indonesia, and Pakistan, for example, had rural access to sanitation below 50 percent, which means a significant amount of rural residents are still suffering from the adverse impacts of lack of sanitation.”
The Bank said infrastructure investment from private sector in Pakistan stands at 30 percent of gross fixed capital formation despite “the importance of private infrastructure investment is less in India and Pakistan.”
A report’s table showed that private sector investment in infrastructure is over two percent of GDP in Pakistan, more than the ratio in Malaysia, Bangladesh and Thailand
In China and India, these ratios are nearly seven percent and more than five percent, respectively.  ADB said Pakistan needs substantial fiscal space for growth-enhancing priority spending on infrastructure.
The country also needs to firmly reduce public debt as it remains vulnerable to shocks, while additional tax measures are needed to realize full revenue potential of 2.2 percent of GDP by 2019/20.
